摘要
在新时代打造更高水平“天府粮仓”,需要在理论上界定何为更高水平、怎样测度水平,在现实中明确当期处于何种水平,未来如何提升水平。从生产能力、产业规模、产业结构、生产效率、产品质量、经营效益等6个方面,对更高水平“天府粮仓”的内涵进行界定,并构建相应的评价指标体系。进而应用该指标体系,选取2015—2022年13个粮食主产省的相关统计数据,对其综合发展水平进行统计测度,比较分析四川省与其他粮食主产区存在的发展差距,揭示打造更高水平“天府粮仓”需要解决的主要问题并提出对策建议。
To construct a superior Tianfu Granary in the new era,it is imperative to theoretically delineate the criteria for what constitutes a higher level and the methods for its assessment.Additionally,it is crucial to ascertain the current status in practical terms,as well as to devise strategies for future enhancement.This article elucidates the essence of a higher-level Tianfu Granary across six dimensions:production capacity,industrial scale,industrial structure,production efficiency,product quality,and operational efficiency,and establishes a corresponding evaluation index system.Moreover,utilizing this index system,pertinent statistical data from 13 major grain-producing provinces spanning from 2015 to 2022 are selected to quantitatively gauge their comprehensive development levels.A comparative analysis is undertaken to pinpoint the developmental disparity between Sichuan Province and other prominent grain-producing regions,unveiling the primary challenges that must be tackled to establish a superior Tianfu Granary,and proposing targeted countermeasures and suggestions.
