摘要
粮食安全是“国之大者”。为完整、准确贯彻新粮食安全观和大食物观,在建设农业强国和实施乡村振兴战略中破解部分地方政府在执行治理“两非”政策时出现的问题,打通大食物观与新粮食安全观,实现更高水平国家粮食安全。通过系统整理习近平总书记关于粮食安全的重要论述,厘清粮食和食物的概念,分析中国传统文化基础上的粮食安全与新时代国家粮食安全相统一的必要性,论述准确处理国家粮食安全与农业强国、农业现代化、乡村振兴、县域经济发展、农民增收、对外开放的关系,提出了实现更高水平国家粮食安全的路径和对策。
Food security is among a country's most fundamental interests.To publicize and carry out the new food security concept and all-encompassing approach to food completely and accurately,solve the difficulties presented by some local governments in implementing policies in building up China's strength in agriculture and advancing rural revitalization across the board,adopt an all-encompassing approach to food and the new food security concept,and achieve a higher level of national food security.This paper systematically collates important discussions on food security,clarifies the concept of grain and food,analyzes the necessity of integrating food security based on Chinese traditional culture with new era national food security,and discusses the relationship between national food security and China's strength in agriculture,agricultural modernization,rural revitalization,county economic development,farmer income increase,and opening to the outside world.The path and countermeasures to realize higher level of national food security are put forward.
