摘要
新时代对安全发展提出了更高要求。本文尝试分析总结我国社会治安综合治理的建设经验,并在此基础上提炼平安建设的重要要素,以期为我国建设"更高水平的平安中国"提供参考。基于2013—2016年综治评比公示的60个先进地市案例,利用词云图可视化工具和扎根理论的质性研究方式,提炼出建设"更高水平的平安中国"测评模型的基本框架,分别是创新社会管理,强化技术支撑,倡导多源合力,夯实政治保障,实施法律引航,构建设施奠基,保证制度运转和严抓源头治理。基于此,提出建设"更高水平的平安中国"测评模型的四大核心要素,分别是坚持以人民利益为中心,统筹发展和安全的关系,促进多领域安全建设和把握全流程管理。
The new era puts forward higher requirements for security development.This paper attempts to analyze and summarize the construction experience of China’s comprehensive management of social security,and refine the important elements of safe construction on this basis,in order to provide reference for China’s construction of"a higher level of safe China".Based on the 60 advanced cases of cities and prefectures publicized in the comprehensive management evaluation from 2013 to 2016,the basic framework of the evaluation model for building a"higher level of safe China"is refined by using the word cloud visualization tool and the qualitative research method of grounded theory,which are respectively innovating social management,strengthening technical support,advocating multi-source joint efforts,consolidating political security,implementing legal pilotage,and laying the foundation for the construction of facilities,Ensure the operation of the system and strictly control the source.Based on this,the four core elements of building a"higher level of safe China"evaluation model are proposed,which are to adhere to the people’s interests as the center,coordinate the relationship between security and development,promote multi field security construction and grasp the whole process management.
