摘要
意识形态是国家治理的重要工具,意识形态效能反映了国家治理的效能。因此,中国国家治理现代化的过程就是意识形态效能不断彰显的过程。中华人民共和国成立以来,社会主义意识形态话语的生产与传播贯穿于不同历史时期国家治理的主线,产生了广泛而深远的影响,意识形态效能是其影响力的根本体现。对此,从中华人民共和国成立以来党的重要思想的文本中可以看出,社会主义意识形态在“文本框架”下呈现出话语变迁的适应性和连续性特征;从中国农民群体的现实回应中可以发现,社会主义意识形态在“受众框架”下呈现出农民的广续性基础认知、深厚性情感认同和持久性价值认定,凸显出中国农民对于社会主义意识形态“以情感价值为主导”的认同特点。这是长期以来政党认同的代际传承的产物,同时也成为国家治理现代化中弥足珍贵的合法性基础和民心支持。国家治理现代化进程中,意识形态效能可通过强化组织引领统摄,突出认知导向;创新话语表达形式,延展认知带宽;优化数字传播生态,畅通认知通道;以及融入地域特色要素,增强认知效力。
Ideology is an important tool for national governance,and the effectiveness of ideology reflects the effectiveness of national governance.Therefore,the process of modernizing China’s national governance is a process of constantly demonstrating the effectiveness of ideology.Since the establishment of the People’s Republic of China,the production and dissemination of socialist ideological discourse have run through the main line of national governance in different historical periods,and have had a wide and profound impact.The ideological efficacy is the fundamental manifestation of its influence.From the texts of important thoughts of previous party and state leaders,it can be seen that socialist ideology exhibits adaptability and continuity in discourse changes within the“textual framework”;From the practical response of Chinese farmers,it can be found that socialist ideology presents a broad and continuous basic cognition,profound emotional identification,and persistent value recognition of farmers under the“audience framework”,highlighting the characteristic of Chinese farmers’identification with socialist ideology that is“dominated by emotional values”.This is a product of intergenerational inheritance recognized by political parties for a long time,and has also become a precious foundation of legitimacy and popular support in the modernization of national governance.In the process of modernization of national governance,the effectiveness of ideology can be enhanced by strengthening organizational leadership and guidance to highlight cognitive orientation;innovating the forms of discourse expression to expand cognitive bandwidth;optimizing the digital communication ecology to smooth cognitive channels;and integrating regional characteristic elements to boost cognitive efficiency.
