摘要
生成式人工智能正发展为影响数字地缘政治格局的显性力量,以DeepSeek为代表的大语言模型因其低成本与开源特征引发了国际舆论场域的多维博弈。本研究聚焦全球南方国家主流媒体报道文本,剖析DeepSeek在其舆论场中的话语生成机制与地缘政治意涵。研究发现,全球南方媒体围绕人工智能技术、地缘政治、国家安全、发展愿景等主题框架展开报道。非洲关注AI技术普惠下的跨越式发展;拉丁美洲力图在技术跳板与制度防火墙中实现平衡;中东强调国家意志驱动的“主权平行生态”构建;亚洲追求多元场景驱动与技术主权并重的AI经济革新。同时,研究揭示出数字地缘政治竞争的新趋势:数字主权向文化伦理价值观主张延伸;技术赋权兼具机遇与非对称依赖风险;地缘政治秩序呈现多层次竞争、多元行为体互动与动态博弈的特征。
Generative artificial intelligence is emerging as a dominant force shaping the landscape of digital geopolitics.Large language models(LLMs)represented by DeepSeek,due to their low cost and open-source characteristics,have triggered multi-dimensional games in the international public opinion field.This study focuses on the reports of mainstream media in Global South countries,analyzing the discourse generation mechanisms and geopolitical implications of DeepSeek within their public opinion spheres.The research finds that media in the Global South frame their reports around themes such as AI technology,geopolitics,national security,and development visions.Africa focuses on leapfrog development under the inclusiveness of AI technology;Latin America seeks to balance technological springboards with institutional firewalls;the Middle East emphasizes using technology to construct a sovereign parallel ecosystem through national will;and Asia pursues AI-driven economic innovation that balances multi-scenario-driven applications with technological sovereignty.Meanwhile,the study reveals new trends in digital geopolitical competition:digital sovereignty is extending to claims of cultural and ethical values;technological empowerment involves both opportunities and risks of asymmetric dependence;and the geopolitical order is characterized by multi-layered competition,multi-actor interactions,and dynamic games.
