摘要
币缘是金融化时代影响国际体系运行的重要关系,币缘政治是国家在国际货币体系中维护自身利益的行为,是左右当代全球资源配置和利益分配的主要杠杆。币缘政治的核心是控制主导国际货币体系的权力。目前控制着全球币权的是美国金融资本,作为美国利益的主导者,它需要维持美元币缘圈的稳定,需要中国、日本和韩国等国净储蓄的持续流入。因此,美国在环太平洋地区需要保持可控的紧张,既要防止日、韩的离心倾向,巩固的美、日、韩之间的同盟关系,同时,又绝不能把中国驱向欧亚大陆的另一端。因为如果让中国与欧洲进行整合,就可能在欧亚大陆上形成巨大的非美元币缘圈,这无论是从地缘还是从币缘来说,都是美国真正的梦魇。而中国的目标很有限,就是维护雅尔塔体系中曾经允诺中国的那部分安全范围和作为一个制造业大国的利益。在未来世界格局的博弈中,中国要积极参与金融体系的改革,而不是推进取而代之的革命。这就是中国战略学者所说的"地区性守成"。
Currency-rim is one of the influential relationships in the international operation system in the era of financialization. Currency-politics refers to actions taken by the countries trying to maintain their own interests in the international currency system, and the leverage balancing the global resources allocation and interest assignment. The core of the currency-politics is to dominate the international currency system. At present, as pacemaker for the American interests, the US financial capitals, grabbing the global currency power, has to maintain the stability of the US dollar currency, namely the continual flow of net savings from China, Japan, South Korea, and so on. Therefore, the US needs to keep controllable tensions in the Pacific Ocean rim. One the one hand, US has to guard against the centrifugal tendency of Japan and South Korea, reinforcing the US-Japan-South Korea alliance, while on the other hand, the US can’t afford to push China to the other end of the Eurasia. If China were integrated with Europe, there would be a gigantic non-US dollar currency rim in the Eurasia. This would be a nightmare for the US no matter in terms of geo-rim or currency-rim. China has its limited goals, namely the promised security area by Yalta System and the interests of being a manufacturing country. In future’s world game, China should take more active actions on the reform of financial system instead of replacing it with revolutions. This is the so-called 'locally maintained achievements' by the Chinese strategists.
