摘要
冷战结束后,东南亚国家逐渐摆脱了集团政治和阵营化外交的束缚,从“选边站”逐步转向独立自主的外交政策。在此背景下,伙伴关系外交作为一种灵活务实的外交实践模式,在东南亚逐步兴起并蓬勃发展。通过积极与域内外国家建立和发展形式多样、内涵丰富的伙伴关系,东南亚主要国家得以构建起覆盖广泛、层次分明的伙伴关系网络,为维护自身利益、提升国际地位、促进地区合作提供了重要平台。相较于其他地区,东南亚国家的伙伴关系外交实践具有独特性,且随着伙伴关系网络的拓展与叠加,对地区乃至整个亚太场域产生了重要影响。综合不同理论范式视角,本文对21世纪以来东南亚国家伙伴关系外交的发展现状、动因、特点与影响展开系统梳理和分析,在此基础上就其对地区政治、经济、安全、人文及制度环境产生的影响作出评估。对东南亚国家伙伴关系外交展开深入研究,有助于加深对区域合作机制、地区秩序构建等问题的理解,准确把握东南亚地区的外交政策取向和发展趋势,为深化中国与东南亚国家合作、推动构建更紧密的中国—东盟命运共同体提供学理支持。
Following the end of the Cold War,Southeast Asian countries gradually shed the constraints of bloc politics and aligned diplomacy,shifting from“taking sides”towards inde-pendent foreign policies.Against this backdrop,partnership diplomacy emerged and flour-ished in Southeast Asia as a flexible and pragmatic mode of diplomatic practice.By actively es-tablishing and developing diverse and substantive partnerships with countries both within and beyond the region,major Southeast Asian nations have constructed extensive and multi-tiered partnership networks.These networks serve as vital platforms for safeguarding their respective national interests,enhancing their international status,and promoting regional cooperation.Compared to other regions,the practice of partnership diplomacy among Southeast Asian countries exhibits distinct characteristics.As these partnership networks expand and overlap,they exert significant influence on the regional and broader Asia-Pacific landscape.Integrating perspectives from various theoretical paradigms,this paper systematically examines the devel-opment status,driving factors,distinctive features,and impacts of partnership diplomacy a-mong Southeast Asian countries since the 21st century.It further assesses its effects on the regions political,economic,security and socio-cultural,and institutional environment.An in-depth study of Southeast Asian partnership diplomacy contributes to a better understanding of regional cooperation mechanisms and regional order building,provides insights into the for-eign policy orientations and developmental trends of Southeast Asia,and offers scholarly sup-port for deepening China-Southeast Asia cooperation towards fostering a closer China-ASEAN community with a shared future.
