摘要
中越于1950年1月28日建立正式外交关系,标志着新中国和东南亚国家外交关系的真正开始。70年来,中国与东南亚国家关系既经历过敌对和挫折、冷漠与警惕,也呈现出缓和与改善、睦邻和友好,当前进入了密切沟通合作的新时代。从历史上看,中国和东南亚国家在互动过程中积累了丰富的外交战略经验,例如,要坚持走自己的发展道路,不盲目追随或模仿其他国家;不干涉其他国家内政,也坚决不让其他国家干涉本国内政;在促进地区一体化过程中增进地区和平与繁荣;尽量避免域外因素无谓干扰,协商一致自主解决相互间的问题。同时,双方也汲取了一些本来可以避免的挫折和教训,如双方都要认识到自己和其他国家实力和能力的限度,尽量采取避免伤害对方的行为,不要对其他国家期待太高,也不要做出无法兑现的承诺;不能现实主义地考虑地区热点难点问题,更不能陷入安全困境而无法自拔,而是要建设性找到符合共同利益的解决方案,以合作促进可持续安全和繁荣。展望未来,中国和东南亚国家都要站高位,塑造命运共同体理念;望长远,巩固和增进致力于和平与繁荣的战略伙伴关系;稳住心,维持地区合作机制稳健运行;亮实处,让双方合作项目工程成为增强相互认同的粘合剂,让地区各国和各国人民体验到平等互惠、合作共赢产生的获得感。
China and Vietnam established official diplomatic relationship on January 28,1950,marking the real beginning of diplomatic interaction between New China and Southeast Asian countries.Over the past seven decades,China’s relations with Southeast Asian countries have not only experienced hostility and setbacks,indifference and vigilance,but have also shown mitigation and improvement,good-neighborliness and friendship,and the two sides are now entering a new era of close communication and cooperation.Historically,China and Southeast Asian countries have accumulated rich diplomatic strategic experiences in the process of interaction.They want to stick to their own development path,but not blindly follow or imitate models of other countries.They do not interfere in domestic affairs of other countries,or permit other countries to interfere in their own internal affairs.They seek to promote regional peace and prosperity in the process of enhancing regional integration,avoid unnecessary interference from extraterritorial factors,and resolve issues mutually through consensus.At the same time,the two sides also learned from some setbacks and lessons that could have been avoided.For example,they must recognize the limits of their own strengths and abilities,and try to avoid harms to each other.They shouldn’t expect too much from other countries,make unaffordable commitments,or consider regional hotspots in a realist way,let alone fall into security dilemmas and cannot extricate themselves,instead,they must find constructive solutions on the basis of common interests in order to promote sustainable security and prosperity by cooperative measures.Looking forward to the future,China and Southeast Asian countries must stand high and forge a common sense of community of shared future.In the long run,both sides should consolidate and enhance the strategic partnership for peace and prosperity.They can keep the mind to hold stable regional cooperation mechanisms.Lastly,both must be practical and push new achievements of joint projects to be bonds that can boost a mutual identity,so that all countries and peoples in the region can experience the sense of gains derived from the bilateral relations of equality,mutual benefit and win-win cooperation.
