摘要
低空经济作为战略性新兴产业,在政策支持、技术创新和市场需求的多重驱动下展现出巨大的发展潜力。在“三破三立”新经济法则和“五新驱动”新动力机制的基础上提出“四力整合”理论,即通过新质生产力、新智流通力、新制分配力和新挚消费力的协同作用,推动低空经济的全面发展。具体而言:一是激发新质生产力,通过无人机、电动垂直起降飞行器(eVTOL)等新型航空器的研发与应用,为低空经济带来革命性变化,推动生产方式的智能化与高效化;二是赋能新智流通力,借助5G、大数据、人工智能等数智技术,优化低空物流网络,实现货物实时追踪、智能调度和快速配送;三是优化新制分配力,政府优化低空空域管理、推动基础设施建设,企业探索新商业模式与合作机制,实现资源的高效利用和合理分配;四是引领新挚消费力,通过低空配送、旅游、文娱等新型服务,满足消费者对低空服务的需求,形成新的消费热点。尽管低空经济发展势头强劲,但在空域管理、技术创新和市场接受度等方面仍面临挑战,政策引导对其健康发展至关重要。未来,低空经济有望与传统产业深度融合,成为经济高质量发展的新亮点。
As a strategic emerging industry,the low-altitude economy demonstrates tremendous growth potential under the combined driving forces of policy support,technological innovation and market demand.On the basis of the new"Three Breakthroughs and Three Establishments"economic principles and the new"Five New Drivers"dynamic mechanism,The theory of"Four Forces Integration"proposes a comprehensive development approach for the low-altitude economy through the synergistic effects of new-quality productive force,new-intelligence circulation force,new-system distribution force and new-zeal consumption force.Specifically,the first is to stimulate new-quality productive force.Through the R&D and application of new aviation vehicles such as drones and electric vertical take-off and landing aircraft(eVTOL),revolutionary changes are brought to the the low-altitude economy,promoting intelligent and efficient production methods.The second is to empower new-intelligence circulation force,leveraging digital technologies such as 5G,big data,and artificial intelligence to optimize low-altitude logistics networks,enabling real-time cargo tracking,intelligent scheduling,and rapid delivery.The third is to optimize new-system distribution force.The governments enhance low-altitude airspace management and infrastructure development,while enterprises explore new business models and collaboration mechanisms to achieve efficient utilization and rational allocation of resources.The fourth is to lead new-zeal consumption force.Through innovative services such as low-altitude delivery,tourism,and entertainment,consumer demand for low-altitude services is met,creating new consumption hot spots.Despite its strong momentum,the low-altitude economy still faces challenges in airspace management,technological innovation and market acceptance,making policy guidance crucial for its healthy development.In the future,the low-altitude economy is expected to deeply integrate with traditional industries,becoming a new highlight of high-quality economic development.
