环境规制、农业技术创新对粮食生产韧性的影响研究

Research on the Impact of Environmental Regulations and Agricultural Technological Innovation on the Resilience of Grain Production

摘要 面对“逆全球化”的复杂国际局势和日益严峻的生态环境风险,充分发挥“科技赋农”,提升粮食生产韧性是保障我国粮食安全的重要现实选择。文章在理论分析环境规制、农业技术创新与粮食生产韧性三者关系的基础上,以2005-2023年中国31省份的面板数据为样本,实证检验环境规制对粮食生产韧性的影响机理。结果发现:环境规制对粮食生产韧性具有显著促进作用,且具有显著的异质性特征;农业技术创新在环境规制提高粮食生产韧性中具有中介效应;农业技术创新对粮食生产韧性的影响存在显著的环境规制双重门槛效应,且环境规制强度越大,农业技术创新对粮食生产韧性的影响效果越明显。因此,建议因地制宜制定环境规制政策;加强农业生产主体生态素养培育;加快农业技术的创新、转化与应用。 Faced with the complex international situation of"anti globalization"and increasingly severe ecological and environmen-tal risks,fully leveraging“technology to empower agriculture”and enhancing the resilience of food production are important practi-cal choices to ensure China’s food security.Based on theoretical analysis of the relationship between environmental regulation,ag-ricultural technological innovation,and food production resilience,this article empirically tests the impact mechanism of environ-mental regulation on food production resilience using panel data from 31 provinces in China from 2005 to 2023.The results are as follows:(1)environmental regulations have a significant promoting effect on the resilience of grain production and exhibit signifi-cant heterogeneity characteristics;(2)agricultural technological innovation has a mediating effect in improving the resilience of food production through environmental regulation;(3)there is a significant dual threshold effect of environmental regulation on the impact of agricultural technological innovation on the resilience of grain production,and the stronger the environmental regulation,the more obvious the impact of agricultural technological innovation on the resilience of grain production.Therefore,it is recom-mended to formulate environmental regulatory policies tailored to local conditions;strengthen the cultivation of ecological literacy among agricultural production entities;accelerate the innovation,transformation,and application of agricultural technology.
