摘要
[目的]为黔东南州落实将永久基本农田逐步建成高标准农田的要求提供科学参考,为国家抓实抓细耕地用途管制提供数据支撑和政策参考。[方法]采用综合指标评价法、空间分析法对黔东南州“三区三线”划定永久基本农田成果进行综合评价,摸清划定的永久基本农田基本情况。[结果]黔东南州永久基本农田综合评价指数为0.23~0.95。黔东南州可优先建设为高标准农田的永久基本农田主要分布在州域北部和西北部县(市),与坝区及农业“两区”空间分布高度重合,且田块较为规整,距离道路、聚落、水源点均较近,耕作便利,空间分布集聚特征显著。除优先建设区外的永久基本农田图斑分布比较分散,地块破碎程度较高,距离道路、聚落、水源点均较远,受地质灾害点影响的可能性增大,被农户自发撂荒的概率大,推进高标准农田建设的成本会明显增加。[结论]黔东南州应从州域层面上统筹做好将永久基本农田逐步建成高标准农田工作,重点推进北部和西北部县(市)高标准农田建设,同时鼓励和督促其他县(市)优先将分布于坝区的永久基本农田建成高标准农田,并严格落实国家及省级关于永久基本农田和高标准农田的管控政策要求,坚决防止永久基本农田被非法占用、撂荒等。
[Objective]To provide scientific references for implementing the requirements of gradually building permanent basic farmland into high-standard farmland in Qiandongnan Prefecture,and provide data supports and policy references for the state to control the use of farmland.[Method]Using the comprehensive index evaluation method and the spatial analysis method,a comprehensive evaluation and study was made on the permanent basic farmland in Qiandongnan Prefecture designated by“Three Districts and Three Lines”to find out the basic situation of the designated permanent basic farmland.[Result]The comprehensive evaluation index of the permanent basic farmland in Qiandongnan Prefecture was in the range of 0.23-0.95.The permanent basic farmland that could be preferentially constructed as high-standard farmland in Qiandongnan Prefecture was mainly distributed in the northern and northwestern counties of Qiandongnan Prefecture,which was highly coincident with the spatial distribution of the dam area and the agricultural area.The field was relatively regular,which was close to the roads,settlements and water sources,with convenient farming and obvious spatial distribution and agglomeration characteristics.The permanent basic farmland outside the priority construction area,with scattered pattern distribution,high fragmentation degree,far away from roads,settlements and water sources,was more likely to be affected by geological disaster points,and it was more likely to be abandoned by farmers spontaneously.And the cost of promoting the construction of high-standard farmland would obviously increase.[Conclusion]Qiandongnan Prefecture should coordinate the work of gradually building permanent basic farmland into high-standard farmland at the state level,and focus on promoting the construction of high-standard farmland in northern and northwestern counties.At the same time,the prefecture should encourage and urge other counties to give priority to building permanent basic farmland into high-standard farmland in dam areas,strictly implement the control policy requirements of permanent basic farmland and high-standard farmland,and strictly implement the national and provincial policies and requirements on the control of permanent basic farmland and high-standard farmland,and resolutely prevent the illegal occupation and abandonment of permanent basic farmland.
