摘要
新污染物(new pollutants)是近些年来环境污染防治领域的研究重点课题。相对于人类已经拥有完备的检测手段、充分的管控力度和成熟的末端去除经验的传统污染物,新污染物的“新”在于其种类仍然在不断增加、监测管控的技术还未成体系、危害性、隐蔽性和持久性更大。因此,整个新污染物的防治课题将会是未来几十年内环境污染防治的主战场。为响应美丽中国建设、贯彻绿色发展理念,考虑到新污染物和化学品之间的关系以及政策在管控工作中的重要作用,对化学品和新污染物管控政策做系统介绍,分别从全球化学品和我国新污染物两方面介绍政策的历史背景和发展进程,阐述了国外化学品管控政策建设工作,最后对目前我国新污染物管控政策建设工作提出建议,以期提供重要参考。
New pollutants have emerged as a key research focus in the field of environmental pollution prevention and control in recent years.They are generally categorized into four groups:persistent organic pollutants,endocrine disrupting compounds,microplastics,and antibiotics.Compared to traditional pollutants for which established detection methods,adequate control measures,and mature management system exist,the“novelty”of new pollutants lies in their proliferating varieties,underdeveloped monitoring and control technologies,and more concealed and persistent environmental risks.Therefore,the prevention and control of new pollutants is poised to become the primary focus of environmental pollution management in the coming decades.Aligning with the national strategy of building a beautiful China and advancing green development initiatives,as well as considering the relationship between new pollutants and chemicals and the important role of policies in control work,this study provides a systematic introduction to the control policies for chemicals and new pollutants,as well as the historical context and evolution of chemical management policies from global and domestic perspectives.Furthermore,it analyzes the development of chemical control policies in other countries and proposes actionable recommendations for enhancing China’s current new pollutant governance framework,aiming to provide strategic references for policymakers.
