摘要
系统梳理了我国新污染物治理工作进展,指出我国新污染物治理工作中尚存在法律体系不完善、部门协调机制不健全、科技支撑力度不够、资源配置不足等难点,提出了加快推动新污染物治理立法工作、建立跨部门跨区域协调管理机制、强化新污染物治理科技支撑、加强新污染物领域资源配置等建议。
This study systematically reviewed the progress in the management of new pollutants in China,pointed out the problems existing in the management of new pollutants in China,such as imperfect legal system,inadequate coordination mechanism among departments,insufficient support of science and technology,and inadequate resource allocation.It proposed to accelerate the legislation for the management of new pollutants,establish a cross-departmental and cross-regional coordination and management mechanism,strengthen scientific and technological support,and enhance resource allocation for the management of new pollutants.
