摘要
“双减”政策是推动义务教育扩优提质的重要举措。基于教育政策效度框架,发现“双减”政策在执行过程中存在价值效度异化、内容效度不足以及过程效度低下等问题。这导致执行过程面临惯性依赖、柔性抗拒、隐性置换等困境。基于此,借鉴教育政策过程周期循环模式、逻辑框架法及CIPP评估理念等,构建以背景、执行、结果和影响为逻辑框架的“双减”政策执行监测与评价体系,以期为该政策的高效落地提供有益参考。
The“Double Reduction”policy is a crucial measure to promote the expansion of educational excellence and quality improvement in compulsory education.Based on the educational policy validity framework,it is found that the policy faces issues such as the alienation of value validity,insufficiency of content validity,and absence of process validity during implementation.These problems lead to dilemmas including inertial dependency,flexible resistance and implicit substitution in the execution process.Therefore,by drawing on the cyclic model of educational policy process,Logical Framework Approach(LFA),and CIPP evaluation concepts,this study constructs a monitoring and evaluation system for the“Double Reduction”policy with the logical framework of context,implementation,outcomes,and impact,aiming to provide beneficial references for the policy’s effective implementation.
