摘要
中小学教师减负政策是对中小学教师负担过重政策的积极回应,对于保障教师权利具有重要导向作用。对中小学教师减负政策从价值选择、合法性、有效性三方面进行价值分析发现,教师减负政策问题的由来、减负政策的目标以及内容取向体现了政策的价值追求;其合法性在于保障教师专业发展权利、为基层教师减负提供制度依据;其有效性在于满足教师潜心教书、静心育人的职业诉求,但对教师职业负担问题缺少必要回应。为了更好落实减负政策,保障教师权益,建议将加快推动教师专业发展、出台教师教书育人责任清单、增强中小学校办学自主权和形成教师减负政策合力作为中小学教师减负政策价值实现的路径。
The policy of reducing the burden of primary and middle school teachers is a positive response to the excessive burden of primary and secondary school teachers,and it plays an important guiding role in protecting the rights of teachers.Based on the value analysis of primary and middle school teachers’burden reduction policy from the three aspects of value choice,legitimacy and effectiveness,it is found that the origin,goal and content orientation of teachers’burden reduction policy reflect the value pursuit of the policy.Its legitimacy lies in ensuring teachers’professional development rights and providing institutional basis for reducing teachers’burden at the grass-roots level.Moreover,its effectiveness lies in meeting the professional demands of teachers to devote themselves to teaching and educating students,but there is still a lack of necessary response to the problem of teachers’professional burden.Therefore,in order to better implement the burden reduction policy and protect teachers’legal rights,it is suggested that speeding up the promotion of teachers’professional development,issuing a list of teachers’responsibilities for teaching and educating people,strengthening the autonomy of primary and middle schools in running schools and forming the resultant force of teacher burden reduction policies are the major ways to realize the value of primary and middle school teachers’burden reduction policy.
