摘要
[目的/意义]在国内外环境复杂、风险挑战增多且政治经济因素交叠渗透的当下,探索中国高校新型智库发展的新趋势、新问题、新特点,对建构可持续、有活力的智库创新生态系统具有重要意义。[方法/过程]本文以中国智库索引为依据,分析我国高校智库建设的现状与动态,剖析新时代背景下智库建设存在“功能定位重复、合作网络疏松、问题应对滞后”等突出问题;基于创新生态系统理论,结合新环境与特点,提出高校智库未来建设目标,以西安交通大学新型智库探索为例,分析智库建设可能的发展路径,并提出政策建议。[结果/结论]服务于创新型国家建设的中国高校新型智库,需从提升多样性、融通性、韧性着手,促进智库人才、资源、思想汇聚;推动学科与学理、工具与方法、研究与实践交融;提升智库敏捷性与恢复力,共促灵活、有效的创新智库生态形成。
[Purpose/Significance]At a time when the domestic and international environments are complex,the risks and challenges are increasing,and the political and economic factors are overlapping and permeating,it is of significant importance to explore the emerging trends,pressing issues,and distinctive characteristics of the development of new-type university affiliated think tanks in China.Such exploration aims to contribute to the construction of a sustainable and dynamic ecosystem for innovation within think tanks.[Method/Process]Based on the Chinese Think Tanks Index,this study examines the current situation and evolving dynamics of the construction of think tanks in Chinese universities,and identifies key challenges under the context of the new era,including issues of“duplicated function positioning,lax cooperation network,and lagging problem response”.Using the theory of innovation ecosystem as a conceptual framework,and factoring in the novel environment and its characteristics,this study advocates for construction goals of think tank development.To illustrate potential pathways for think tank construction,this study takes Xi’an Jiaotong University’s new-style think tank as a case study and offers corresponding policy recommendations.[Result/Conclusion]The new-type university affiliated think tanks that serve the goal of an innovative country construction should enhance the convergence of talent,resources,and ideas,propel the integration of disciplines and theories,tools and methods,research and practice,strength the agility and recovery of think tanks from the perspectives of diversity,integration,and resilience,and jointly promote the formation of a flexible and effective innovation think tank ecosystem.
