摘要
[目的/意义]当前,在国家治理和社会经济中,智库日益发挥着越来越重要的支撑作用,其建设水平充分地展现了一个国家的综合实力。研究高校智库建设的动力机制与发展路径助于更好地推动中国特色新型高校智库的建设和发展,为尽快实现中国智库建设现代化做出贡献。[方法/过程]首先,通过对国内外有关智库建设的文献进行梳理,得到影响高校智库建设的7个维度、30个动力因子;其次,根据各个动力因子之间的关系提出高校智库建设的4个作用力,深入剖析高校智库建设的动力机制;最后,通过实例数据分析,挖掘最影响高校智库建设的关键动力因子。[结果/结论]根据系统动力学原理与方法,结合实例数据,得到最影响高校智库建设的关键动力因子是专家数量和高校成果数量。据此,根据相应的动力机制提出加强智库人才管理、优化智库成果质量管理、完善智库成果转化管理的发展路径。
[Purpose/Significance]At present,think tanks are playing an increasingly important supporting role in national governance and social economy,and their construction level fully demonstrates the comprehensive strength of a country.Studying the dynamic mechanism and development path of the construction of university think tanks will help to better promote the construction and development of new-type University think tanks with Chinese characteristics,and contribute to the modernization of the construction of Chinese think tanks.[Method/Process]Firstly,by reviewing the literature on think tank construction both domestically and internationally,7 dimensions and 30 dynamic factors affecting the construction of University think tanks are obtained.Secondly,based on the relationships among these dynamic factors,four forces of the construction of University think tanks are put forward,and the dynamic mechanism of the construction of University think tanks is analyzed in depth.Finally,through the analysis of the case data,the key dynamic factors affecting the construction of University think tanks are identified.[Result/Conclusion]According to the principle and method of system dynamics,and combining with the case data,the most critical dynamic factors affecting the construction of University think tanks are the number of experts and the number of university achievements.According to the corresponding dynamic mechanism,the development path of strengthening the talent management of think tanks,optimizing the quality management of think tank achievements,and improving the transformation management of think tank achieve-ments is proposed.
