安徽省新质生产力发展水平指标体系构建与测度

New Quality Productive Forces in Anhui:Index System and Measurement

摘要 基于新质生产力的内涵,从科技创新、产业升级、人力支撑、绿色生态四个维度构建综合指标体系,采用熵值法对其发展水平进行综合测度,借助Dagum基尼系数解构总体差异特征,运用核密度估计及莫兰指数进行空间分布与动态分析。研究发现:第一,安徽省及各区域新质生产力发展水平总体呈上升趋势,且呈“皖中>皖南>皖北”的非均衡空间分布格局。第二,全省新质生产力总体差异波动上升,区域间差异是总体差异的主要来源。第三,全省及各区域核密度估计曲线均随时间右移,除皖北外其余区域均表现出较为显著的右拖尾特征。第四,全省新质生产力呈显著空间正相关性。最后基于研究结论,从科技创新、人才培育、产业布局、生态优先、分区精准施策等方面对安徽省如何进一步提升新质生产力发展水平提出政策建议。 Based on the conceptual framework of new quality productive forces,this study constructs a comprehensive index system across four dimensions:technological innovation,industrial upgrading,talent support,and green ecology.The entropy method measures development levels,while the Dagum Gini coefficient decomposes regional disparities.Kernel density estimation and Moran’s index analyze spatial distribution and dynamic evolution.Key findings reveal:1.The new quality productive forces in Anhui Province and its subregions exhibit an upward development trajectory,with a spatially unbalanced pattern characterized by“central Anhui>southern Anhui>northern Anhui”.2.Its overall provincial disparities show fluctuating growth,primarily driven by interregional differences.3.Its Kernel density curves shift rightward across all regions over time,displaying significant righttailed distributions except in northern Anhui.4.There is a significant positive spatial correlation of it across the province.The concluding recommendations emphasize technological innovation,talent cultivation,industrial layout,ecological prioritization,and regionspecific approaches to advance new quality productive forces in Anhui.
