摘要
随着新能源大规模并网,电力系统电磁特性和机电特性间的耦合更加紧密,动态行为更加复杂,面临频率电压支撑能力不足、失稳风险增加等诸多挑战。而现有电网规划和运行控制设计方法仍沿袭传统电力系统方法,难以发挥新能源、储能、直流等电力电子设备快速灵活调控的优势。文中提出利用电力电子设备构造灵活可控柔性电网(简称柔性构网)的新型电力系统构建技术。通过“柔性互联”避免交流电网故障连锁传播、故障影响范围扩大的问题,并保持分区间灵活互济能力;通过“主动支撑”提升关键节点电压/频率支撑能力,提高电网稳定性。文中阐述了新型电力系统发展面临的挑战,提出柔性构网概念及其内涵,并研究了柔性构网的基本思路和未来发展方向。最后,介绍了柔性构网技术在中国南方电网实际工程中的应用情况。
With the large-scale integration of renewable energy into the grid,the coupling between the electromagnetic and electromechanical characteristics of the power system has become tighter,and the dynamic behavior has become more complex,facing many challenges such as insufficient frequency and voltage support capabilities and increased instability risks.However,the existing methods for power grid planning and operation control design still inherit traditional power system methods,making it difficult to fully leverage the advantages of fast and flexible regulation of power electronic equipment such as renewable energy,energy storage,and DC transmission.The paper proposes a new power system construction technology that utilizes power electronic equipment to form a flexible and controllable flexible grid(referred to as flexible grid-forming).“Flexible interconnection”is used to avoid the problem of cascading transmission of AC power grid faults and spread of fault impact,and maintain the ability of flexible mutual assistance between regions.Through“active supporting”,the voltage/frequency support capability of critical nodes is enhanced and the stability of the power grid is improved.The paper elaborates on the challenges faced by the development of new power systems,proposes the concept and connotation of flexible grid-forming,and studies the basic ideas and future development directions of flexible grid-forming.Finally,the application of flexible grid-forming technology in the actual projects of China Southern Power Grid is introduced.
