摘要
从布迪厄实践理论“场域-资本-惯习”的视角研究和分析,总结了矿山生态修复工程预算编制过程中涌现出的一系列问题。为了解决人工预算单价明显低于市场工资水平,定额标准中缺少定额子目的问题,以黑龙江省为例,提出基于黑龙江省近十年最低工资的增长率调整基本工资和基于园林费用补充林地管护定额。调整后的甲类工84.45元/工日,乙类工65.52元/工日,林地管护定额子目总价为9276.44元/hm^(2)。考虑到矿山生态修复工程的技术含量稍低于市政工程,这样的价格仍然具有实际应用价值。补充定额后接近园林费用9900元/hm^(2)。这一举措的依据充分合理,在预算编制中具有显著的实用价值。期望能够为相关领域的发展提供有益的参考。
From the perspective of Bourdieu's practice theory of"field-capital-habitus"studies and analyzes,and summarizes a series of problems emerging in the process of compiling the budget for mine ecological restoration projects.Taking Heilongjiang Province as an example,in order to solve the problems that the unit price of manual labor is significantly lower than the market wage level and that there is a lack of quota sub-items in the quota standards,it is proposed to adjust the basic salary based on the growth rate of the minimum wage in Heilongjiang Province in the past ten years and to supplement the quota for forest land management and protection based on the garden expenses.After the adjustment,the daily wage of Class A workers is 84.45 yuan/work day,and that of Class B workers is 65.52 yuan/work day.The total price of the quota sub-items for forest land management and protection is 9,276.44 yuan/hm^(2).Considering that the technical content of mine ecological restoration projects is slightly lower than that of municipal engineering projects,such prices still have practical application value.After supplementing the quota,it is close to the garden expenses of 9,900 yuan/hm^(2).The basis for this measure is sufficient and reasonable,and it has significant practical value in budget compilation.It is hoped that it can provide useful references for the development of relevant fields.
