摘要
美国国家科学基金会(National Science Foundation,United States,NSF)近年新成立的技术创新与伙伴局(Directorate for Technology,Innovation and Partnerships,TIP)是美国在全球科技竞争中推动和加快基础研究成果转化应用的重要战略举措。通过梳理TIP的组织结构、计划设置与实施情况及特点,发现TIP正在系统性规划和协调资金、项目、平台、人才等关键创新要素,推动美国构建涵盖区域创新生态建设、转化路径拓展及高水平人才培养的全链条基础研究成果转化支持体系。这一实践为中国完善基础研究成果转化机制,提升成果转化效能提供了一定的经验及启示。
The National Science Foundation’s(NSF)newly established Directorate for Technology,Innovation and Partnerships(TIP)is an important strategic measure of America to promote the translation and application of basic research results in the global science and technology competition.Through combing the organizational structure,program settings,implementation situation and characteristics of TIP,it is found that TIP is systematically planning and coordinating key innovation elements such as funds,projects,platforms and talents,and promoting the construction of a whole chain of support system for the transformation of basic research results in the United States that covers the construction of regional innovation ecosystems,the expansion of transformation paths,and the cultivation of high-level talents.This practice provides valuable experience and inspiration for improving the mechanism of transforming basic research results and enhancing the effectiveness of the transformation of results in China.
