高等职业学校关键办学能力评价的底层逻辑、顶层设计与分层实施 被引量:2

The Underlying Logic,Top-level Design,and Hierarchical Implementation of Key Educational Capabilities Evaluation in Higher Vocational Schools

摘要 在教育强国建设的大背景下,高等职业学校关键办学能力评价成为提升职业学校关键办学能力的重要措施。该评价体系的底层逻辑在于紧扣条件、实施、产出三大关键办学能力进行评价,促使高等职业教育规模适度发展、体系不断完善以及质量显著提升,从而有效支撑教育强国建设。基于这样的底层逻辑开展顶层设计,树立“开放生成”的新理念,确立“以质图强”的新目标,明确“关键办学能力”的新定位,构建“立体协同”的新模式,强化“创生价值”的新功能,将评价的总体思路确定为“把方向、守底线、建体系、共协同”,工作方针确定为“以评定向、以评促建、以评督改、提质增强”,内容框架确定为“办学条件常态监测+教育教学关键要素评估”,推进路径确定为“纵向分层、横向协同”,结果使用原则确定为“通过与否、督改与否、质强与否相统一”。在顶层设计的大框架下分层实施评价,国家、省及学校分级负责、上下协同,立体推动高等职业学校关键办学能力提升,助力教育强国建设。 In the context of building a strong education country,the evaluation of key educational capabilities of higher vocational schools has become an important measure to enhance their core educational capabilities.The underlying logic of this evaluation is to closely evaluate the three key educational capabilities of conditions,implementation,and output,promoting the moderate development of higher vocational education scale,continuous improvement of the system,and significant improvement in quality,thereby effectively supporting the construction of an educational powerhouse.Based on this underlying logic,we will carry out top-level design,establish a new concept of"open generation",set a new goal of"strengthening through quality",clarify the new positioning of"key educational capabilities",construct a new model of"three-dimensional collaboration",strengthen the new function of"creating value",and determine the overall idea of evaluation as"direction,bottom line,system building,and joint collaboration".The work policy will be determined as"evaluation orientation,evaluation promotion,evaluation supervision and improvement,quality enhancement",the content framework will be determined as"normal monitoring of educational conditions+evaluation of key elements of education and teaching",the promotion path will be determined as"vertical layering and horizontal collaboration",and the principle of using results will be determined as"pass or fail,supervision and improvement,quality enhancement".Unity of strength and weakness.Under the framework of top-level design,evaluation is implemented in a hierarchical manner,with national,provincial,and school levels responsible and coordinated to promote the improvement of key educational capabilities in higher vocational schools and assist in the construction of an educational powerhouse.
