摘要
数字经济下新业态灵活就业者规模庞大,但职业保障等问题突出,传统体系难以适配。从嵌入性视角看,职业教育介入其职业保障是多重逻辑必然。基于“制度—关系—能力”三维框架,提出“行业分类+技能分层”课程、“时空脱域+技术赋能”培训、“平台共建+生态耦合”协同、“全周期服务+多元化赋能”支持的立体化路径,为新业态灵活就业者提供支撑,也拓展职业教育价值,助力新业态就业保障生态构建。
Under the digital economy,the scale of flexible workers in new business formats is vast.However,issues such as occupational security remain prominent,making it difficult for traditional systems to adapt.From an embeddedness perspective,vocational education intervention in their occupational securi⁃ty is necessitated by multiple rationales.Based on a three-dimensional framework of"institution–relation⁃ship–capability,"this study proposes a comprehensive pathway involving“industry classification+skill stratification”courses,"spatiotemporal disembedding+technology-enabled"training,"platform co-con⁃struction+ecological coupling"collaboration,and"full-cycle service+diversified empowerment"support.This approach aims to support flexible workers in new formats,expand the value of vocational education,and help build a new-format employment security ecosystem.
