摘要
党的二十届三中全会强调不断完善基本公共服务制度体系,解决好人民最关心最直接最现实的利益问题。在加强普惠性、基础性、兜底性公共服务供给的同时,如何满足个性化、差异化需求,增强人民群众获得感,是在理论和实践层面都亟需回答的关键问题。数智技术的发展为解决这一问题提供可能。以温州市F社区智慧养老服务为案例进行分析发现,公共服务个性化的实现是一个以需求为核心的动态闭环过程,将个性化服务需求的精准识别、碎片化需求事实的数据连接、稀缺性公共资源的算法配置、多元供给主体的计算整合以及复杂场景中的智能决策等环节有机结合,可以构建一套系统化的公共服务个性化实现方案。
The Third Plenum of the 20th CPC Committee emphasized the continuous improvement of the institutional framework for basic public services,addressing the most pressing and immediate concerns of the people.While strengthening the supply of inclusive,essential,and safety-net public services,a critical theoretical and practical challenge lies in how to meet personalized and differentiated demands while enhancing public satisfaction.Digital Intelligence Technology offers transformative potential in this regard.Through a case study of smart eldercare services in Neighborhood F,Wenzhou City,this research reveals that achieving personalized public services constitutes a demand-driven closed-loop mechanism.By integrating accurate identification of personalized service demands,data interoperability of fragmented demand facts,algorithmic allocation of scarce public resources,computational integration of diverse supply entities,and AI-augmented decisionmaking in complex scenarios,Collectively,this framework operationalizes a systematic approach to public service personalization..
