摘要
数字智能在提升基层治理效能的同时也产生了技术整合与协同失灵、科层惯性与公共性偏离、技术资本扩张与人文关怀赤字的三重悖论。这些悖论并非单一因素所致,而是技术嵌入、制度适配、文化调适在动态互构中因协同失衡而产生的结构性矛盾。要深入认识矛盾,就须突破既往研究中存在的技术、制度、文化悖论分析的单一归因局限,阐明三者交互作用的复杂机制。破解三重悖论,须以“党建引领下的三维协同”为核心逻辑,通过构建跨层级数据共享机制,破除基于科层惰性的需求导向制度体系,嵌入情感治理的文化调适路径,推动技术理性与治理价值的综合动态平衡。
While digital intelligence boosts the efficiency of grassroots governance,it also gives rise to three paradoxes:technological integration vs.collaborative failure,bureaucratic inertia vs.deviation from publicness,and the expansion of technological capital vs.deficit in humanistic care.These paradoxes are not caused by a single factor but rather structural contradictions arising from imbalanced synergy in the dynamic interaction between technological embedding,institutional adaptation,and cultural adjustment.To deeply understand these contradictions,it is necessary to break through the limitation of single-factor attribution in previous studies on technological,institutional,and cultural paradoxes,and clarify the complex mechanism of their interaction.To resolve the triple paradoxes,the core logic should be“three-dimensional synergy under Party leadership.”This involves establishing cross-level data sharing mechanisms,breaking down demand-oriented institutional systems rooted in bureaucratic inertia,embedding cultural adjustment paths for emotional governance,and promoting a comprehensive and dynamic balance between technical rationality and governance values.
