摘要
石油化工行业是国民经济重要支柱产业,关系国家能源安全、产业安全、科技安全。面对更加不稳定、不确定的外部环境,迫切需要加快转型升级和创新发展步伐。从保障能源安全、绿色低碳发展、电动革命冲击、大国科技博弈等方面,分析当前石油化工行业面临的形势;阐述油气自主供给、炼化产业转型升级、科技创新等方面存在的问题。针对这些挑战和问题,提出统筹推进能源安全保障和绿色低碳转型、统筹推进传统动能焕新升级和新动能培育壮大、统筹推进科技创新和产业创新3个方面建议。
The petrochemical industry is a vital pillar of the national economy,closely linked to national energy security,industrial security,and technological security.Facing an increasingly unstable and uncertain external environment,there is an urgent need to accelerate the pace of transformation,upgrading,and innovative development.This paper analyzes the current situation facing the petrochemical industry from the perspectives of ensuring energy security,green and low-carbon development,the impact of the electric revolution,and technological competition among major powers,and expounds on the existing problems in areas such as independent oil and gas supply,transformation and upgrading of the refining and chemical industry,and scientific and technological innovation.In response to these challenges and problems,three recommendations are put forward:coordinating the protection of energy security and green and low-carbon transformation,coordinating the renewal and upgrading of traditional kinetic energy and the cultivation and growth of new kinetic energy,and coordinating scientific and technological innovation and industrial innovation.
