摘要
根据公共产品理论的主要观点,课后服务划分为基本托管、拓展服务、补偿服务三种类型,分别归属为纯公共产品、准公共产品和私人教育服务。从供给模式来看,课后服务划分为学校自主供给模式、家校协同供给模式、社会联动供给模式和校外补充供给模式。但是,课后服务供给有限功能与家长无限需求有待进一步缓解,课后服务供给多样发展、经费投入、协同机制、校外准入等问题与困境有待进一步破解。为此,亟须推动政府综合治理,统筹课后服务公共资源供给;落实学校自主治理,保障基本托管服务供给;促进家校协同治理,加强校内拓展服务供给;强化社会协作治理,鼓励公益性校外拓展服务供给;完善校外准入机制,丰富非学科补偿服务供给,满足中小学生对多元化课后服务的现实需求,形成良好的课后服务生态。
According to the main viewpoints of public goods theory,after-school services are divided into three types:basic care,extended services,and compensatory services,corresponding to pure public goods,quasi-public goods,and private educational services respectively.From the perspective of supply mode,after-school services are categorized into 4 models,including school-led supply model,home-school collaborative supply model,social linkage supply model,and off-campus supplementary supply model.However,mismatches between limited supply and parents’growing demands remain unresolved,and the challenges also include diversified development of after-school service supply,funding input,coordination mechanisms,and access for external providers,which all need to be addressed.Therefore,it is imperative to promote government comprehensive governance,coordinate the public resources supply of after-school services;implement school autonomous governance,and guarantee the supply of basic care services;promote home-school collaborative governance,and strengthen the supply of in-school extended services;strengthen social collaborative governance,and encourage the supply of public welfare off-campus extended services;improve the access mechanism for external providers,and enrich the supply of non-subject compensation services to meet the realistic needs of primary and secondary school students for diversified after-school services,and to form a good after-school service ecology.
