摘要
本文从溢出效益、特殊培训的性质、福利与保证教师有效供给等多个角度分析了教师教育培训的特征,指出为教师教育培训提供财政支持,是政府部门或有关教育部门的责任与义务。
After analyzing the external benefits of the teacher training and the supply ot teachers, the authors argue that teacher training is one type of special training and is one type of social welfare for teachers. Then the authors suggest that government should provide financial support for the teacher training.
