摘要
当前,推行垃圾分类工作已成为我国践行生态文明的重要环节,成为各地政府推行绿色改革的重点维度。文章系统分析了我国现行垃圾分类治理模型的现实困境及成因,并基于数字技术赋能视角,设计了基于区块链的多主体协同垃圾分类治理模式,阐释了区块链优化垃圾分类治理的机理与多主体协同治理模式的运行机制。研究发现,基于区块链技术可打造信息共享服务机制、溯源存证服务机制、自动激励服务机制三大机制,为解决我国垃圾分类治理过程中居民、环保企业决策缺位,治理推行受阻,政府监管乏力等困境开辟全新视角。
Currently,the implementation of garbage classification has become an important link in the implementation of ecological civilization in China,and a key dimension for local governments to implement green reform.This article systematically analyzes the practical difficulties and causes of the current waste classification and governance model in China,and based on the perspective of digital technology empowerment,designs a multi-agent collaborative waste classification and governance model based on blockchain,explaining the mechanism of blockchain optimized waste classification and governance and the operating mechanism of the multi-agent collaborative governance model.Research has found that based on blockchain technology,three mechanisms can be created,namely,information sharing service mechanism,traceability and certification service mechanism,and automatic incentive service mechanism,opening up a new perspective to address the dilemmas of residents and environmental protection enterprises in the process of waste classification and governance in China,such as the lack of decision-making,hindered governance implementation,and weak government supervision.
