摘要
为加快培育提升企业综合实力和自主创新能力,中国石油以实施国资委“科改行动”为路径,遴选所属7家科技型企业开展改革试点。文章深入研究科技型企业改革创新机制,阐述“科改行动”的背景、目标以及对完善公司治理体制机制、健全市场化选人用人机制、强化市场化激励约束机制、激发科技创新动能等方面的具体要求。通过建立差异化管控模式、运营机制、考核机制和常态化协调服务机制,使企业治理更加健全、市场化机制持续完善、科技创新能力显著提升。在此基础上,进一步分析了目前主要问题及成因,提出推动“科改企业”市场化经营机制改革、支持其承担和参与高等级科研项目,以及提升成果质量、促进科技成果转化、建立健全跨部门协作机制等建议。
To help enterprises increase comprehensive strength and improve innovation abilities,China National Petroleum Corporation(CNPC)selected seven of its affiliated technology-based enterprises as pilot units for implementation of the“Scitech Reform Action”released by the State-owned Assets Supervision and Administration Commission.This article makes an in-depth study of the reform and innovation mechanisms of the technology-based enterprises and elaborates the background and objectives of the“Sci-tech Reform Action.”It also comes up with the concrete requirements on how to improve the mechanism of a company’s management system,perfect the mechanism for selecting and using talents by means of market,strengthen the market-oriented incentive and constraints mechanism and inspire motivation for technological innovation.Establishment of the differential management model,operational mechanism,examination mechanism and regular service-coordinating mechanism can make corporate management healthier,continually perfect the market-oriented mechanism and substantially improve technological innovation ability.Furthermore,this article also analyzes the main problems and their causes at the present time and puts forward some suggestions to accelerate market-oriented reform of the business mechanism for the“technologically restructured enterprises,”support these enterprises to take part in the high-level scientific research projects for improvement of achievement quality,promote conversion of technological achievements and establish and perfect the cross-disciplinary synergy mechanism.
