Using the Situation to Increase the Ability:the Internal Logic of Social Organization Constructing Resource Expansion Ability under the Pattern of Administrative Difference——Empirical Analysis Based on Social Exchange Theory

摘要提高社会组织资源拓展能力是激活社会组织活力的关键,也是提升我国社会治理能力的重要抓手。基于社会交换理论视角构建影响社会组织资源拓展能力的分析框架,并通过案例分析的方法对D救援队资源拓展行动进行实证分析。研究表明,政府内部的行政差序结构会潜在影响社会组织资源拓展的总量,而政府对社会组织的业务依赖程度会影响社会组织在资源拓展时的谈判能力;受此影响,理性的社会组织会通过借势增能方式来提高资源拓展能力,即通过“向中心靠拢”获取政治势能并“塑造业务优势”提高谈判能力的手段来获取更多资源;从辩证的角度而言,社会组织在拓展资源时借势增能的行为对政社关系影响有利有弊。理论贡献上,在弥补已有研究之间张力的基础上,推进了环境引致论研究的细致化,同时拓展了该领域研究的动态性分析。 Improving the ability to expand social organization resources is the key to activating the vitality of social organizations and an important lever for enhancing China’s social governance capabilities.This article constructs an analytical framework based on the perspective of social exchange theory to analyze the impact of social organization resource expansion capabilities,and empirically analyzes the resources of D drainage rescue team through case analysis.Research has shown that the administrative hierarchy within the government can affect the total amount of resource expansion for social organizations,while the government's degree of business dependence on social organizations can affect their negotiation ability during resource expansion.Under this influence,rational social organizations will enhance their resource expansion capabilities by leveraging opportunities to increase power,that is,by“approaching the center”to gain political momentum and“shaping business advantages”to improve negotiation skills and acquire more resources.From a dialectical perspective,the behavior of social organizations leveraging resources to enhance their capabilities has both advantages and disadvantages in influencing political social relations.In the future,we should strengthen guidance for the government and social organizations to further regulate their resource expansion behavior.
