摘要
能源的清洁转型是新一轮科技革命和产业变革的重要内容和有力支撑。氢能作为来源丰富、应用广泛、绿色低碳的二次能源,是大国深度布局、激烈竞争的关键前沿领域。随着国家层面产业规划的推出,地方政府积极跟进,各类资本竞相涌入,使得中国氢能产业呈现工艺技术创新提速、绿色制取路线多样、投资日益活跃、产业链上下游联动日趋紧密、应用场景不断深化的发展态势。然而,受制于核心技术、成本控制、产能布局、行业标准和准入条件等因素,中国氢能产业发展仍面临一系列障碍和挑战。面向新一轮科技革命和能源革命,要以发展绿色生产力为统领,加快“制储输用”全产业链体系建设,打造氢能在化工、储能、交通运输等重点领域的绿色应用场景,推动氢能产业高起点布局、高质量发展,探索新型绿色能源与新兴产业互促共融的发展路径,开辟未来产业绿色新赛道,助力能源生产消费革命,为实现“双碳”目标提供清洁低碳、安全高效的多样化能源保障。
The clean transformation of energy is an important part and strong support of the new round of scientific and technological revolution and industrial change.Hydrogen energy,as an abundant,widely applicable,and green secondary energy source with low carbon emissions,has become a key frontier field in which major countries layout profoundly and compete vigorously.Currently,with the launch of national-level industrial planning,governments at all levels actively following up,and various types of capital competing to enter,China's hydrogen energy industry development presents a positive trend of accelerating technological innovation,diversified green production routes,increasingly active investment,tighter integration of the upstream and downstream of the industrial chain,and continuously expanding application scenarios.However,hydrogen energy industry still faces a series of challenges and obstacles in core technologies,cost control,capacity layout,industry standards and access,etc.Facing the new round of technological revolution and energy transformation,we should lead with the development of green productive forces,deepen the strategic layout,accelerate the construction of the whole industrial chain system of"production,storage,transmission and utilization",promote the expansion of the application of hydrogen energy in key areas such as chemical industry,energy storage,transportation,facilitate the high-level layout and high-quality development of the hydrogen energy industry,explore the development paths that can promote mutual integration between new green energy and emerging industries,which will contribute to the revolution in energy production and consumption,and provide clean,low-carbon,safe and efficient energy supply in the process of achieving the goals of"carbon peaking and carbon neutrality".
