摘要
高水平对外开放符合现代化进程的普遍规律,与中国式现代化的目标与条件内在契合,是从改革开放到新时代的实践延续,得到了历史与现实的双重验证。针对高水平对外开放中民生改善与结构升级相协同、发展效率与安全治理相统一、国内改革与国际合作相促进、国家利益与全球责任相融合的价值目标,应从加强党对高水平对外开放顶层设计和发展战略的领导、系统推进国内国际两个市场两种资源的联动发展、更深层次推动制度型开放、更大强度推进创新驱动发展战略、更为合理优化对外开放空间布局、更有担当引领全球经济治理等几个方面,探索高水平对外开放助推中国式现代化的实践进路。
High-level opening up to the outside world aligns with the universal laws of the modernizationprocess and is intrinsically consistent with the goals and conditions of Chinese modernization.It represents acontinuation of practice from the reform and opening-up era to the New Era,validated by both history and re-ality.In response to the value goals in high-level opening up to the outside world,such as the coordinationbetween improving people's livelihoods and structural upgrading,the unification of development efficiencyand security governance,the mutual promotion of domestic reform and international cooperation,and the inte-gration of national interests and global responsibilities,efforts should be made to consolidate and strengthenthe Party's leadership over the top-level design and development strategy of high-level opening up to theoutside world,to systematically enhance the interactive development of both domestic and international mar-kets and resources,to promote institutional opening-up at a deeper level,to advance the innovation-drivendevelopment strategy with greater intensity,to optimize the spatial layout of opening up to the outside worldin a more reasonable way,and to take on more responsibilities in leading global economic governance.Theseefforts aim to explore the practical approach of Chinese modernization driven by high-level opening up to theoutside world.
