摘要
高质量发展是全面建设社会主义现代化国家的首要任务,这是根据我国发展阶段、发展环境、发展条件变化作出的科学判断。高质量发展体现在三维逻辑中,高质量发展的现实逻辑基于中国式现代化的本质要求,回应了“量的增长之困”的客观挑战,适配了“质的有效提升”的变化实践,贯穿于中国式现代化的“五大特征”。高质量发展的理论逻辑离不开马克思社会发展理论与唯物辩证法,马克思社会发展理论为现代化发展提供了理论指引,高质量发展则是现代化新发展阶段的中心任务,而坚持唯物辩证法为中国式现代化不断发展提供了科学指引,高质量发展则是现代化建设从量的积累到质的飞跃的变化过程。高质量发展的实践逻辑落位于“发展”二字,与新发展格局紧密相连,实践中需坚持系统观念,加快启动构建经济、政治、文化、社会、生态及安全等全过程各领域的新发展格局。展望未来,高质量发展赋能中国式现代化必须坚持人民至上的价值理念,人民性是中国式现代化的核心价值取向,只有人民有权评判高质量发展的最终成效。
High-quality development is the first and foremost task in the comprehensive construction of a modern socialist country,which is a scientific judgment based on changes in China's stage of development,development environment and development conditions.High-quality development is embodied in three-dimensional logic.The realistic logic of high-quality development is based on the essential requirements of Chinese-style modernization,responds to the objective challenge of“the difficulty of quantitative growth”,and adapts to the changing practice of“effective qualitative enhancement”,and runs through the“five characteristics”of Chinese-style modernization.The five characteristics of Chinese modernization.The theoretical logic of high-quality development is inseparable from Marx's theory of social development and material dialectics;Marx's theory of social development provides theoretical guidance for modernization,and high-quality development is the central task of the new development stage of modernization,while adherence to material dialectics provides scientific guidance for the continuous development of Chinese modernization,and high-quality development is the process of modernization from quantitative accumulation to qualitative leap.The practical logic of high-quality development lies in the word“development”,which is closely linked to the new development pattern.In practice,it is necessary to adhere to the systemic concept and accelerate the construction of a new development pattern in the whole process and in all fields,such as economy,politics,culture,the society,the ecology and security.Looking ahead,to promote Chinese-style modernization through high-quality development,it is necessary to adhere to the value concept of people's supremacy;people's nature is the core value orientation of Chinese-style modernization,and only the people have the right to judge the ultimate effectiveness of high-quality development.
