摘要
中国周边是大国并存、利益交织的地缘热点地区。受地缘危机外溢和中美战略博弈升级的影响,中国周边安全秩序在延续与变革中呈现出复杂的演进态势。为大国崛起塑造和谐稳定的周边环境,需要坚持以习近平外交思想为指导,践行周边安全共同体理念和落实安全不可分割原则,关注重点议题和关键节点的治理:一是加强大国间的协调合作,引领周边区域安全格局的有序演进;二是增进与周边国家的政治互信,夯实周边区域安全共同体的基础;三是优化安全治理机制的供给,提升周边区域安全治理的效能;四是增强科技赋能安全保障,集中精力办好自己的事。通过构建周边区域安全治理的新议程,探讨周边安全治理的创新之道,携手周边国家共同描绘友好共生的命运共同体新蓝图。
China's surrounding areas are geopolitical hot spots characterized by the coexistence of major powers and intertwined interests.Affected by the spillover of geopolitical crises and the escalation of strategic competition between China and the United States,the security order in China's surrounding areas is showing a complex evolutionary trend in continuity and transformation.To create a harmonious and stable surrounding environment for the rise of major powers,it is necessary to adhere to Xi Jinping Thought on Foreign Affairs as the guide,practice the concept of a surrounding security community,and implement the principle of indivisibility of security,focus on the governance of key issues and critical nodes:Firstly,strengthen coordination and cooperation among major powers to lead the orderly evolution of the security landscape in the surrounding areas;Secondly,enhance political mutual trust with neighboring countries to lay a solid foundation for the security community in the surrounding areas;Thirdly,optimize the supply of security governance mechanisms to improve the effectiveness of security governance in the surrounding areas;Fourthly,enhance the security guarantee through technological empowerment and concentrate on doing our own things well.By building a new agenda for the security governance of the surrounding areas,exploring innovative approaches to security governance of the surrounding areas,and working together with neighboring countries,we can jointly sketch a new blueprint for a community with a shared future for mankind.
