作者从这样一个论点出发,即中国“和平崛起”的良好战略理念是否正在得到充分地执行。关于如何有效地实施该战略,有3个问题横亘其中中日关系、中国台湾问题及对台政策给“和平崛起”所造成的国际含义,中国在对构建什么样的国际社会这一问题上保持沉默。作者的主要观点是,上述问题(尤其中日关系的恶化)给美国在亚洲乃至世界的超级大国地位带来极大的好处。中国所奉行连贯一致的“和平崛起”战略将提高其对大国地位的要求,这一战略不仅使中国在所处的地区拥有一个良好的位置,而且还给予中国强有力和相对安全的优势去应对美国。
This paper starts from the proposition that China’s “peaceful rise” strategy is a good idea, but questions whether it is being pursued fully enough. Three issues are presented to ask how effectively this strategy is being implemented: China’s bad relations with Japan; its reluctance to see the international implications of a “peaceful rise” on its policy toward Taiwan; and its silence about what sort of international society it favors. The main argument is that these shortcomings, and especially China’s willful maintenance of bad relations with Japan, are of enormous benefit to the US’s sole-superpower position both in Asia and the world. A more coherently implemented “peaceful rise” would enhance China’s claims to great-power status, and provide it both with a better position in the region and powerful and relatively safe leverage against the US.
