摘要
当前,中国冰雪产业面临政策支持与市场需求的双向奔赴,但传统生产要素与产业模式难以实现高效整合,亟需开发新质生产力来带动冰雪产业可持续发展。通过梳理新质生产力下我国冰雪产业的发展机遇,发现当前科技革新赋能冰雪专业人才培养、数智化协同推动冰雪产业链升级、新场景激活全民冰雪消费蓝海、冬奥会溢出效应显著。但在新质生产力赋能过程中,也面临冰雪产业复合型人才短缺、冰雪产业高端设备过于依赖进口、气候变化阻碍冰雪资源发展等现实困境。提出多措并举,破除复合型人才萎缩藩篱;优化生产要素配置,打通技术转化堵点;革新气候适应技术,深化可持续发展等产业驱动路径。通过在后冬奥时代以新质生产力重塑冰雪经济的要素结构、空间形态与价值逻辑,从而谱写中国式现代化高质量发展的新篇章。
At present,China's ice and snow industry is facing the convergence of policy support and market demand.However,it is difficult to achieve efficient integration of traditional production factors and industrial models.There is an urgent need to develop new qualitative productivity to drive the sustainable development of the ice and snow industry.By sorting out the development opportunities of China's ice and snow industry under new qualitative productivity,it is found that the current technological innovation empowers the cultivation of professional talents in the ice and snow field,digital and intelligent collaboration promotes the upgrading of the ice and snow industry chain,new scenarios activate the blue ocean of national ice and snow consumption,and the spillover effect of the Olympic Winter Games is significant.However,in the process of empowering by new qualitative productivity,there are also practical dilemmas such as the shortage of compound talents in the ice and snow industry,the over-reliance of high-end equipment in the ice and snow industry on imports,and climate change hindering the development of ice and snow resources.It is proposed to adopt multiple measures simultaneously to break through the barriers of the shrinking number of compound talents;optimize the allocation of production factors and unblock the bottlenecks in technology transformation;innovate climate adaptation technologies and deepen sustainable development and other industrial driving paths.By reshaping the factor structure,spatial form and value logic of the ice and snow economy with new qualitative productivity in the post-Olympic Winter Games era,a new chapter of high-quality development of Chinese-style modernization can be written.
