摘要
发展新型农村集体经济是实现乡村振兴和共同富裕的重要载体。基于资源依赖和新内生式发展理论,构建“资源禀赋—内生动能”的分析框架,区分出村庄经营型、资源开发型、自主探索型、统筹兜底型等四类新型农村集体经济发展的差异化组态模式。结合对典型案例的田野调查发现,外部资源禀赋和内生发展动能的差异共同形塑出新型农村集体经济发展的具体情境。本文进一步阐释了新型农村集体经济发展的运行机理:在异质性逻辑层面,四类典型的实践模式分别遵循发展导向的内外共生逻辑、组织导向的多方协作逻辑、资源导向的项目运作逻辑和权威导向的部门协调逻辑。在同质性逻辑层面,党建引领与科层势能的动力机制、组织统合与制度赋能的整合机制、民主参与与耦合调适的互动机制以及利益联结与激励相容的反馈机制构成新型农村集体经济发展的共性机理。面向实践,应从内外共生的联动视角出发,精准识别资源禀赋与内生动能的组态模式,确立与新型农村集体经济发展异质性特征相契合的治理路径,保证新型农村集体经济发展与地方实际的适配性和可持续性。
The development of a new type of rural collective economy is an important carrier to achieve rural revitalization and common prosperity.Based on the theories of resource dependence and new endogenous development,we construct an analytical framework of“resource endowment-endogenous energy”,and distinguish four types of differentiated grouping patterns for the development of new rural collective economy:village-operated type,resource exploitation type,self-exploration type,and coordination-supporting type.Combined with the field survey of typical cases,it is found that the differences in external resource endowment and endogenous development dynamics jointly shape the specific context of the development of new rural collective economy.This paper further explains the operation mechanism of new rural collective economic development:from the perspective of heterogeneous logic,the four typical practice models follow the development-oriented internal and external symbiosis logic,the organisation-oriented multi-party collaboration logic,the resource-oriented project operation logic,and the authority-oriented sectoral coordination logic respectively.From the perspective of homogeneous logic,the power mechanism of party building and hierarchical potential,the integration mechanism of organisational unity and institutional empowerment,the interaction mechanism of democratic participation and coupling adjustment,and the feedback mechanism of benefit linkage and incentive compatibility constitute the common mechanism for the development of a new type of rural collective economy.For practice,we should start from the perspective of internal and external symbiosis linkage,accurately identify the grouping patterns of resource endowment and internal dynamics,and establish a governance path that matches the heterogeneous characteristics of rural collective economic development,so as to ensure the suitability and sustainability of the development of a new type of rural collective economy are in line with local realities.
