摘要
“一站式”学生社区综合管理改革是推动我国高等教育高质量发展的重要举措,也是高校深入学习贯彻习近平新时代中国特色社会主义思想的生动实践体现。基于“善治”理论的责任性、透明性、法治、回应性、有效性等维度,系统梳理高校“一站式”社区建设现存问题及成因。当前建设存在角色定位偏差、运行效率不高、互动不足等问题,需秉承善治理念强化责任感,健全规章制度提升法执有效性,强化数字赋能增强回应力与透明性等,提升治理效能。
The comprehensive management reform of the"one-stop"student community is a crucial measure to promote the high-quality development of higher education in our country and a vivid manifestation of colleges and universities'deep study and implementation of Xi Jinping's Thought on Socialism with Chinese Characteristics in the New Era.Based on the dimensions of responsibility,transparency,rule of law,responsiveness,and effectiveness from the"good governance"theory,this paper systematically sorts out the existing problems and causes of the construction of the"one-stop"student community in colleges and universities.The current construction has problems such as role positioning deviation,low operational efficiency,and insufficient interaction.Therefore it is necessary to adhere to the principles of good governance,strengthen the sense of responsibility,establish sound rules and regulations to enhance the ruling of law and its effectiveness,and strengthen digital empowerment to promote responsiveness,transparency and efficiency of governance.
