摘要
社区失灵常源于过度依赖外部支持的需求导向治理模式,它削弱了居民的自治能力和参与意识,影响了社区治理的可持续性。相比之下,资产为本的治理模式通过有效利用社区内部资源,为提升社区可持续治理能力提供了更为稳健的途径。因此,本研究首先阐述西方社区资本理论的起源及其核心意义,强调其聚焦于社区内部资源与潜力的挖掘;其次,界定社区内部资本要素,并建立相应的测量评价体系;最后,进一步深入探讨如何高效动员这些社区资本,以上海市D街区的社区微更新作为案例,发现社会组织介入既有社区的微改造往往起源于社区社会资本的共享,并借助经济资本的共享吸引社会资金的支持,推进既有住区的微改造.该研究有助于为老旧社区的微更新提供新的思路和方法。
Community failure often stems from the demand-oriented governance model that relies too much on external support,which weakens residents ' autonomy and participation awareness and affects the sustainability of community governance.In contrast,the asset-based governance model provides a more robust way to enhance the sustainable governance capacity of the community by effectively utilizing the internal resources of the community.Therefore,this research first introduces the origin and core significance of Western community capital theory,emphasizing its focus on the exploration of resources and potential within the community.Secondly,define the internal capital elements of the community and establish a corresponding measurement and evaluation system;finally,it further explores how to effectively mobilize these community capitals.Taking the community micro-renewal of D block in Shanghai as a case,it is found that the involvement of social organizations in the micro-renovation of existing communities often originates from the sharing of community social capital,and with the help of the sharing of economic capital to attract the support of social capital,promote the micro-renovation of existing residential areas.This research is helpful to provide new ideas and methods for the micro-renovation of old communities.
