The Internal Logic and Practical Rationale of Farmers'Endogenous Development Driving Common Prosperity

摘要实现全体人民共同富裕是社会主义的本质要求,是中国式现代化的重要特征,是全体人民共同的期盼。当前,实现共同富裕仍面临着农民认知定位不准、能力提升滞缓、权益保障不足、发展模式探索不清等一系列问题,亟需通过农民内生发展驱动赋能。农民内生发展关乎共同富裕目标实现的进度和效度,厘清农民内生发展与共同富裕的内在逻辑是驱动共同富裕的核心要义。以内在需求变化、发展能力提升、发展权益保障、经济利益导向驱动农民内生发展,是助推农民共同富裕实现的作用机理。立足新时代新征程,稳步推进共同富裕要在四个方面着力,以“全民”共同富裕为落脚点,激发农民内生发展意识;以“全面”共同富裕为总要求,培育农民内生发展能力;以“共建”共同富裕为蓄水池,保障农民内生发展权益;以“渐进”共同富裕为导向标,探索农民内生发展模式。 Achieving common prosperity for all the people is the essential requirement of socialism,an important feature of Chinese modernization,and the common expectation of all the people.At present,the realization of common prosperity still faces a series of problems,such as inaccurate positioning of farmers'cognition,sluggish ability improvement,insufficient protection of their rights and interests,and unclear exploration of development models,which urgently needs to be driven and empowered by farmers'endogenous development.The endogenous development of farmers is related to the progress and effectiveness of the realization of the goal of common prosperity.Clarifying the internal logic between farmers'endogenous development and common prosperity is the core essence of driving common prosperity.Changes in intrinsic needs,improvement of development capacity,protection of development rights and interests,and orientation of economic benefits drive farmers'endogenous development,and this is the mechanism that facilitates the realization of the common prosperity of farmers.In the new era,we should steadily promote common prosperity from the following four aspects:taking"common prosperity for all"as the starting point and stimulating farmers'awareness of endogenous development;taking"comprehensive"common prosperity as the general requirement and cultivating farmers'awareness of common prosperity;taking"co-construction"common prosperity as the reservoir to protect the rights and interests of farmers'endogenous development;taking'progressive"common prosperity as the guiding standard to explore the model of farmers'endogenous development.
