煤炭资源型城市资源经济环境系统耦合协调发展评价 被引量:4

Evaluation of coupling and coordinated development of resource-economic-environmental system in coal resource-based cities

摘要 煤炭资源开采导致地区面临资源枯竭、产业结构失衡等问题,煤炭资源型城市为避免落入资源衰竭困境,必须寻求资源经济环境系统的协调发展。结合耦合协调度模型和障碍度模型,对煤炭资源型城市的资源、经济、环境系统进行了全面分析,对研究区域耦合协调水平的时空特征进行识别分析并探究耦合协调发展的障碍因子,最后根据研究结果提出针对性的政策建议。研究发现:煤炭资源型城市在近10年内经济发展迅猛,REE系统综合发展指数由2013年的0.3488增长到了2022年的0.6740,年均增长10%;耦合协调程度整体上差异显著,在空间上呈现东部发展较优的态势,需要加强对西部地区的扶持力度;障碍度模型的结果显示,水资源总量、第二产业占比与二氧化碳排放量是阻碍REE系统协调发展的关键因素。 Coal resource exploitation leads to the problems of resource depletion and industrial structure imbalance in the region,and coal resource-based cities must seek the coordinated development of resource-economy-environment(REE)system to avoid falling into the predicament of resource depletion.Combined with the coupled coordination degree model and the obstacle degree model,the resource,economic and environmental systems of coal resource cities were comprehensively analyzed,the spatial and temporal characteristics of the coupled coordination level of the study area were identified and analyzed,and the obstacle factors of the coupled coordinated development were explored,and the targeted policy recommendations based on the results of the study were finally put forward.It was found that coal resource-based cities had experienced rapid economic development in the past decade,and the comprehensive development index of the REE system has grown from 0.3488 in 2013 to 0.6740 in 2022,with an average annual growth rate of 10%;the degree of coupling coordination varied significantly as a whole,spatially presenting a better development in the east and a need to be strengthened to support the western region.The results of the obstacle degree model showed that the total water resources,the proportion of secondary industry,and carbon dioxide emissions were the key factors hindering the coordinated development of the REE system.
