摘要
中国式基层治理现代化是在独特时代背景下推进发展的,是具有中国特色的基层治理现代化新模式。这一模式的形成呈现出鲜明的制度化特征。其制度内涵中包含了:坚持党的全面领导和人民至上两大政治基础,具有约束性、稳定性和建设性的规则体系,以及作为关键行动和导向的治理能力建设。在实践中,三个层面的行动又成为持续完善和发展现代化基层治理制度体系的驱动,使基层治理的中国特色更为鲜明,更能回应现实的治理需求。
The modernization of Chinese-style grassroots governance is promoted and developed in a unique historical context,and is a new model of modernization of grassroots governance with Chinese characteristics.The formation of this model presents a distinctive institutional feature.The institutional connotation includes adhering to the two major political foundations of the Partyss comprehensive leadership and putting the people first,a binding,stable,and constructive rule system,and governance capacity building as a key action and guidance.In practice,actions at three levels have become the driving force for the continuous improvement and development of a modern grassroots governance system,making the Chinese characteristics of grassroots governance more distinct and better able to respond to the practical governance needs.
