摘要
在推进国家治理体系与治理能力现代化的进程中,社区治理现代化是推进国家治理体系现代化的重要内容。社区治理现代化制度包括规制性、规范性和文化—认知性三个要素,其中规制性要素是前提,包括法律法规、政策和行为惯习,遵从工具性行为逻辑;规范性要素是基础,包括价值观和规范,遵从合适性行为逻辑;文化—认知性要素是核心,包括主观治理文化和客观治理文化,遵从正统性行为逻辑。三种制度支持要素构成完整的逻辑链条,以“相似运行逻辑的联合匹配”,分别通过监督惩戒、价值导向、传递内化机制互为补充合力推进社区治理现代化进程。
In the process of promoting the modernization of the national governance system and governance capacity,the modernization of community governance is an important part of promoting the modernization of the national governance system.The modernization system of community governance includes three elements:regulatory,normative,and cultural cognitive.Among them,regulatory elements are prerequisites,including laws and regulations,policies,and behavioral habits,following instrumental behavioral logic;Normative elements are the foundation,including values and norms,following the logic of appropriate behavior;culture-cognitive elements are the core,including subjective governance culture and objective governance culture,following orthodox behavioral logic.The three institutional support elements form a complete logical chain,with a joint matching of similar operational logic.They complement each other through supervision and punishment,value orientation,and internalization mechanisms to promote the modernization of community governance.
