摘要
科技特派员制度起源于福建省南平市,科技特派员制度实施20多年来对南平市的经济发展起到重要的推动作用。据此,以科技特派员制度的发端地福建省南平市为调查点,以服务于茶产业的科技特派员群体为研究对象,分析2012—2022年,南平市服务茶产业的科技特派员情况及科技特派员在助力茶产业发展中优劣势。基于此,探索并建立一种新的科技特派员创新服务模式——“茶小科”,打造了三茶融合公益服务平台,建立了“由点到面”“智库赋能”及“科研转换”的三种创新服务模式,并将该模式进行实践运用,以期为科技特派员服务效率的提升及科技特派员制度的深入推进提供参考。
Science and technology special commissioner system originated in Nanping City,Fujian Province,and the system has been implemented for more than 20 years,playing an important role in promoting the economic development of Nanping City.Accordingly,this study takes Nanping City,Fujian Province,the origin of the science and technology special commissioner system,as the investigation point,takes science and technology special commissioners serving the tea industry as the research object,and analyzes the situation of the science and technology special commissioners serving the tea industry and the advantages and disadvantages of the science and technology special agents in assisting the development of the tea industry in Nanping City from 2012 to 2022.Based on this,a new innovative service mode of the science and technology special commissioners-“Tea Xiao Ke”was explored and established,creating a public service platform for the integration of three teas,establishing three innovative service modes,namely“from point to the surface”,“think tank empowerment”and“scientific research conversion”,and practically applying this mode to improve the service efficiency of science and technology specialists and to improve the service efficiency of scientific research.
