摘要
科技特派员制度从福建省南平市首创到西北地区试行再到全国推广已推行25周年,为巩固脱贫攻坚成果和推动乡村振兴作出了巨大的贡献。文章以贵州省科技特派员群体为研究对象,采用问卷调查法和SPSS分析法深入剖析了其运行机制、取得的成效及存在的问题,并针对问题从加强人才队伍建设、完善经费保障措施、构建协调联动机制、健全服务激励模式等方面提出了对策与建议,以助力乡村振兴与农村经济可持续发展。
The Science and Technology Special Commissioner system,from its inception in Nanping City of Fujian Province to its trial in the northwestern region,and then to its nationwide promotion,has been implemented for 25 years.It has made significant contributions to consolidating poverty alleviation and promoting rural revitalization.This article took the group of Science and Technology Special Commissioners in Guizhou Province as the research object,and used questionnaire survey methods and SPSS analysis to deeply analyze their operational mechanisms,achievements,and existing problems.In response to these issues,the article proposed countermeasures and suggestions from the aspects of strengthening the construction of the talent team,improving funding support measures,building a coordinated and linked mechanism,and perfecting the service incentive model,in order to assist in rural revitalization and the sustainable development of the rural economy.
