摘要
省级农业科学院是科技创新的重要载体和国家战略科技力量的重要组成部分。文章结合省级农业科学院工作实际,分析了其所具备的“三大属性”“三大目标”“四大职能”,阐述了福建省农业科学院在科研体系重塑、科技服务品牌打造、高水平人才队伍建设和管理方式变革等方面的“四大改革”,提出了构建科技创新体系、任务导向体系、资源投入体系、科技服务体系、院所治理体系等“五大体系”的对策建议。
Provincial agricultural research institutes serve as crucial platforms for scientific and technological innovation and are integral to the national strategic framework of scientific power.Drawing from the practical experiences of these institutes,this paper analyzed their"three core attributes","three primary objectives",and"four fundamental functions".It provided an in-depth discussion on the"four transformative reforms"initiated by the Fujian Academy of Agricultural Sciences,focusing on the reformation of the scientific research architecture,the establishment of a renowned science and technology service brand,the development of a high-caliber talent pool,and the innovation in management approaches.The paper further proposed strategic recommendations for the construction of"five comprehensive systems":a system for scientific and technological innovation,a task-oriented framework,a resource allocation mechanism,a science and technology service network,and a governance structure for the institutes.
