摘要
中国正处于依靠推进新型产业政策来支撑高质量发展的关键时期,如何构建创新驱动发展战略,打造与现代化产业体系相适应的新型产业政策体系,是具有重大研究价值的前沿领域之一。本文在归纳分析当前中国各级政府既有产业政策实践经验的基础上,从以下四个角度重点提炼和阐释需要加强和完善的新型产业政策的方向:一是进一步强化产业链供应链一体化的系统性布局;二是积极推进创新链和产业链的深度有机融合;三是积极推进金融政策和产业政策的高效协同;四是针对不同区域呈现的差异化经济发展水平,不同层级政府应当因地制宜,在制定产业政策时秉持多样化、分级化、个性化原则。基于此,本文详细阐述和论证了新型产业政策的改革目标,并依据这四个方向的定位,提出了中国新型产业政策的重点调整方向和具体政策建议。
China is currently at a critical juncture where advancing new industrial policies is essential for high-quality development.Constructing a new industrial policy system that aligns with the innovation-driven development strategy and the establishment of a modern industrial system is one of the most significant and valuable research frontiers.This paper synthesizes and analyzes the existing industrial policy practices of various levels of government in China,focusing on four key directions that need to be strengthened and improved in new industrial policies:firstly,further reinforcing the systematic integration of industrial and supply chains;secondly,promoting efficient coordination between financial policies and industrial policies;thirdly,actively promoting the thorough integration of innovation chains and industrial chains;fourthly,addressing the differentiated economic development levels across different regions,and adopting a tailored approach,where policies formulated by various levels of government reflect principles of diversification,stratification,and personalization.Based on this above,the paper elaborates on and argues for the reform objectives of exploring new industrial policies,and proposes key adjustment directions and specific policy recommendations for China's new industrial policies according to the positioning of these four directions.
