摘要
随着国际体系权力结构和战略环境的演变,“全球南方”群体性崛起并成为影响国际秩序变革的重要力量。在国际政治激烈博弈下,“全球南方”也面临多重挑战。鉴于霸权主义、强权政治和阵营对抗,加之“全球南方”内部分异、“全球北方”的威慑利用以及对国际秩序的操纵等,“全球南方”命运共同体的构建之路不会一帆风顺。中国应基于“全球南方”发展现状,坚持经济发展优先,推动形成“全球南方”发展共同体;建立完善的“全球南方”合作机制,夯实联合自强的信心和底气;提升“全球南方”国际话语权,推动国际秩序的“南方转向”。
With changes of the power structure and strategic environment of the international system,the“Global South”,as a relatively independent political force,has rapidly gained in status,prominence and influence in the current international community,and has become a key force influencing changes in the world order and the shaping of the international landscape.The“Global South”is a group with strong aspirations for development,naturally embedded in the essence of community,and“seeking development”is a common discourse of the“Global South”.However,as the distribution of power and the game of interests in international politics have become more and more complicated and intense,hegemonism,pseudo-multilateralism,isolationism and other negative arguments have reemerged,coupled with the inherent heterogeneity of the“Global South”and the increased influence of the“Global North”in drawing together and dividing the global South,the“Global North”has become more and more dominated by the“Global South”.Coupled with the inherent heterogeneity of the“Global South”,the increased efforts of the“Global North”to draw in and disintegrate the camp of the“Global South”,and the reality of an international order based on the attributes of the“rules”,the road to building a community of destiny for the“Global South”is faced with many difficulties and challenges.As the world's most successful developing country and a natural member of the“Global South”,China should take full account of the current state of development of the“Global South”and act proactively.It is foreseeable that,as the world enters a period of turbulence and change,and as factors of instability and uncertainty increase,the building of a community of destiny for the“Global South”will not be accomplished overnight,but rather should be considered as a long-term endeavour that should be pursued with perseverance.
