摘要
语言互通是共建“一带一路”的前提和基础。作为共建“一带一路”的天然合作伙伴,阿联酋过去8年致力于推动本国中文教育发展。在阿联酋的主动作为、中国的积极配合以及双方友好人文交流等有利条件下,阿联酋通过加强顶层设计、推动中阿协作和提供资金保障三大核心实践策略,推进中文教育系统化、规范化发展,实现了中文教育的跨越式发展。但是由于起步较晚,阿联酋中文教育还面临发展优先级较低、高等教育阶段基础薄弱、师资高度依赖中国输出等现实困境。站在新的历史起点上,中国将与阿联酋通过“一横、一纵、两翼”的发展路径,推动阿联酋中文教育从高速发展走向高质量发展,以更好地服务构建中阿命运共同体和高质量共建“一带一路”。
Linguistic interoperability is the premise and foundation for the joint construction of the Belt and Road Initiative.As a partner by nature in jointly building the Belt and Road Initiative,the UAE has been committed to promoting the development of Chinese language education in the past few years.With the UAE's initiative,China's active cooperation,and the friendly people-to-people exchanges between the two countries,the UAE has pushed Chinese language education into a systematic and standardized development approach and achieved the greatleap-forward development through three key practice strategies of strengthening the top-level design,promoting the cooperation with China,and providing financial guarantee.However,due to its late start,Chinese language education in the UAE is still facing the difficulties of low development priority,weak foundation in higher education,and high dependence on teachers from China.From a new historical starting point,the UAE should promote Chinese language education from high-speed development to high-quality development through the development path of"one horizontal,one vertical and two wings"to better serve the building of a community with a shared future for China and the UAE and the joint construction of the high-quality Belt and Road Initiative development.
